Schuyler Erle 7a1d3601a1 Change Layer.EventPane to override Layer.display() rather than Layer.setVisibility(). Also, add setZIndex() there to update the pane's z-index when the div's changes.

Schuyler Erle c0fc945824 In Map.setCenter, only call Layer.moveTo if Layer.getVisibility returns true. 
In Layer.setVisibility, call Layer.moveTo with zoomChanged = true, so that the
grid tiles are reloaded. In an ideal world, the grid tiles would only be loaded
if they haven't been loaded yet. This would spare us the split second wait
while the browser reloads those images from the cache, but we want to release
today, so it'll have to wait.

Schuyler Erle 7378388d45 Added a position property to Control, which allows us to specify a default 
location for each Control class, and saves us from *having* to supply a pixel
position to the map.addControl() method -- the sensible default will tend to be
used instead.

Schuyler Erle af7dc7661a Commented out code to cancel zoom box if shift key is released before left mouse button. I find myself doing this consistently by accident, so we should probably find another way to cancel the zoom, like hittin ESC or something.
