Fix ol.tilegrid.TileGrid#getZForResolution
...
This fixes a bug in ol.tilegrid.TileGrid#getZForResolution where this function doesn't take minZoom and maxZoom into account when selecting a zoom level for a resolution.
Fixes #2780 .
