crschmidt f6a50a37fc IE will not catch events on a div which has no content in it. (Why? Who ...

knows!) However, if we set a background on the div, it works -- but not
if that background is transparent. It has to have some thing. So, if 
we're in IE, we use our handy dandy notebook!, er, blank.gif, to populate
a background so that the EventPane will work. 

If someone can fix this, please do.

OpenLayers.js

split Util.js into two files. BaseTypes.js will contain all the OL Base types, such as Pixel, LonLat, Bounds, etc., as well as all the standard javascript basetypes (string, number, etc) extensions. All else remains in Util.js. In theory I have fixed all dependencies. If this doesn't work, I'll rollback.

Prototype.js

This modification works around an issue between Prototype.js and ShrinkSafe where it gets confused by a parameter and a local variable having the same name. This work around makes the build/compression script *much* less complex and more reliable. TODO: Submit bug report to ShrinkSafe.
