the box was bigger than 5px in one direction or another. If it was smaller 
than that, the user probably just clicked, rather than drawing a box, because 
the MouseToolbar icon is kind of misleading.

OpenLayers.js

split Util.js into two files. BaseTypes.js will contain all the OL Base types, such as Pixel, LonLat, Bounds, etc., as well as all the standard javascript basetypes (string, number, etc) extensions. All else remains in Util.js. In theory I have fixed all dependencies. If this doesn't work, I'll rollback.

Prototype.js

This modification works around an issue between Prototype.js and ShrinkSafe where it gets confused by a parameter and a local variable having the same name. This work around makes the build/compression script *much* less complex and more reliable. TODO: Submit bug report to ShrinkSafe.
