8dfb4c3ce9 Add rounding support to the default toBBOX() call. Now, toBBOX() will by 
default return values which are rounded to 6 decimal places. If you wish more
or less accuracy, you can change it by passing a numeric argument with the
accuracy you want to toBBOX(), and that accuracy will be used instead. Updated
tests to test rounding to various levels. This functionality should help 
prevent different browsers from hitting different caches. At the equator, this
rounding difference is only 4", and smaller as you head towards the poles.

642c438c2c Add new test and fix code to make it work. Before, tests would sometimes 
work in one direction, but not the other on interectsBounds.

e91d0546ee replace all usage of copyOf() with clone(). Now copyOf() is officially deprecated and unused. supported only if users out there have used it, but we can phase it out in the next official release.

86b99df3f3 modify all equals() functions in Util.js (Size, Pixel, LonLat, Bounds) such that if a null value is passed in, they return false. Tests updated to make sure this is true.

022ffde95e moved oppositeQuadrant() function from Anchored.js to Util.js, where it is now a static function on the OpenLayers.Bounds class. Updated usage in code accordingly. Added test.

eeba5a34c6 Changed OpenLayers.Bounds to use left, bottom, right, top INSTEAD OF minlon, minlat, maxlon, maxlat. Removed OpenLayers.Box which was not getting used. JSDOC/coding standard-ified the OpenLayers.Bounds code and wrote thorough testing for it. Should be all good.

a6f794be8d Modify tests to work in FF on Mac -- functions are not run alphabetically there, so work needs to be repeated in 'subsequent' calls.

8bb245832c Adding latlon and bounds tests. These may need to change if we decide to switch to "Lon,Lat" ordering for GIS 
correctness over language semantics.
