When a vector layer is exported to an OWSContext document, we throw an
exception when the layer contains no features, and the geometries are to be
exported inside of an InlineGeometry-element.
This commit fixes this behaviour by exporting sth. like this in such cases:

<ows:Title xmlns:ows="http://www.opengis.net/ows"/>
<InlineGeometry/>
</Layer>
authors.txt file. In reality, MetaCarta does not own copyright to these files,
they merely have a right to distribute them under the license terms agreed to
by the contributors. At this point, there is no longer any reference to
MetaCarta as a copyright holder in the OpenLayers project, only to its
individual contributors via the authors.txt file.
